New YouTube Public Views Counting Methodology: What You Need to Know

New YouTube Public Views Counting Methodology: What You Need to Know

As of August 24, 2026, YouTube has updated its methodology for counting public views. A view is now counted from the moment video playback begins – from the first frame. The new standard applies to all major YouTube formats, including Shorts, long-form videos (VOD), podcasts, and Live.

The goal of the update is to unify the approach to view counting across different formats and reduce confusion between metrics. At the same time, YouTube has retained the previous metric in Analytics as Engaged Views, allowing creators to separately evaluate how many viewers continued watching beyond the initial seconds.

For media buyers, performance teams, and digital agencies, this means that when analyzing YouTube campaigns, it is important to clearly distinguish between public views, advertising views, and engagement metrics.

Новый формат подсчёта Public Views на YouTube: что нужно знать об обновлении

Previously, YouTube used different approaches to counting views depending on the content format. The platform is now bringing them under a unified standard.

As a result, the total number of views displayed under a video may grow faster than before. YouTube notes that after the new methodology is introduced, creators are likely to see faster growth in their overall view count.

At the same time, it is important not to confuse Public View Count with unique reach. The view count shows the number of credited views of the content, while Unique Reach estimates the number of individual people who saw the video or channel.

Public Views, TrueView Views, and Engaged Views: What’s the Difference?

Following the update, it is especially important not to treat all view metrics as interchangeable.

Public View Count

This is the total number of views displayed publicly below a video. Following the update, it is calculated using the new methodology: a view is counted from the moment playback begins. Therefore, Public View Count is best viewed as a measure of viewing scale rather than a standalone metric of viewing depth or engagement.

YouTube Public Views

This metric shows how many public views were added to a video as a result of advertising campaigns. For media buyers, it helps measure the contribution of paid media to the total number of public views generated by a video.

TrueView Views

TrueView Views is a separate advertising metric used to measure video ad views according to Google’s criteria. For skippable in-stream ads, a view is counted when a user watches the video for 30 seconds or until the end if the video is shorter, or interacts with the ad.

Therefore, a TrueView View should not be equated with a Public View: the former reflects a view according to advertising criteria, while a Public View is recorded under the new methodology from the moment playback begins.

Engaged Views

YouTube has also retained the previous view-counting logic in Analytics, renaming it Engaged Views. This metric shows how many times viewers continued watching the content beyond the initial seconds, excluding repeat loops. It is available in YouTube Analytics → Advanced Mode.

Therefore, Public Views and Engaged Views answer different questions:

  • Public Views – how many views were counted under the new methodology;
  • Engaged Views – how many times viewers continued watching beyond the initial seconds.

Why YouTube Changed Its Methodology

YouTube explains that the update is intended to eliminate confusion between different view-counting systems. Previously, different formats could use different rules. In particular, YouTube had already updated its view-counting methodology for Shorts and has now extended this approach to other formats to create a unified measurement standard.

According to YouTube, this should also help creators better understand the overall scale of their content and communicate its value more accurately to partners and advertisers.

What does this mean for media buyers?

For media buyers, nothing changes. The update only affects the public view counter displayed below a video – this is an organic metric, not an advertising one.

YouTube traffic buying models remain the same: CPV, CPM, video reach, and Demand Gen. Billing is also unchanged – DV360 calculates its own views based on its advertising measurement rules (30 seconds watched, a full view of a short ad, or an interaction with the ad), and these are not related to public views.

It also has no impact on bidding: bids, target CPV/CPM, and forecasts continue to work as before.

Does the Update Affect YouTube Monetization?

YouTube officially states that the methodology change does not affect creators’ earnings or their eligibility for the YouTube Partner Program. Creator revenue continues to be based on Engaged Shorts Views and Engaged Watch Hours, while YPP eligibility requirements are based on Qualified Shorts Views and Qualified Watch Hours.

YouTube’s current documentation also states that views generated through advertising campaigns are not counted toward qualified watch hours or qualified Shorts views for the relevant YPP thresholds.

Therefore, an increase in the public view count resulting from the new methodology does not, by itself, mean higher monetization or an automatic change in a channel’s YPP status.

What Digital Teams Should Do

Update media plans and reporting.
Public Views, YouTube Public Views, TrueView Views, and Engaged Views should be reported as separate metrics to avoid mixing different types of views.

Review video campaign KPIs.
The public counter can be useful for assessing the overall scale of views, but campaign performance should be evaluated using relevant advertising and performance metrics.

Update the approach to influencer evaluation.
To assess audience quality, use YouTube Analytics data, including Engaged Views, Watch Time, and Average View Duration.

Explain the changes to clients and stakeholders.
After August 24, 2026, public view counters may grow faster due to the new counting methodology. This does not mean a proportional increase in audience engagement or advertising performance.
